Refresh rates

I remember a post about the refresh rates and windows xp only doing 60 on games. The guy said something something about downloading all this stuff and had some instructions of what to do. But I just went to my control panel/display/settings/advanced/monitor and changed it there. can anybody tell me if there is a difference between what he was saying and what I did? MMMgood I know you saw that post, any help?
