This is a common misunderstanding. That is a CVAR used by Fritzbot v0.54b. Fritzbot is a server-side MOD that allows players to play with or against computer generated players. The specific CVAR “bot_enable” is automatically set to 1 when Fritzbot is loaded. It simply means that Fritzbot is enabled. Here is the home page for the MOD, as well as the main information page.

The reason that “bot_enable” had the value of 1 is because I run a private Fritzbot server sometimes when there aren’t many people on RtCW, being able to control the skill of the people you are against can also help you get better at the game. When I entered a server (I believe it was Hell’s Gate because SnipeTX first approached me about this CVAR) the CVAR was still set to 1 because I had not restarted RtCW.

http://www.evenbalance.com and ask their RtCW Staff. You can also download Fritzbot for yourself, load it, and then exit the server. Open up console and type /bot_enable and see that the value is recorded as 1, even thought the server itself is no longer running. The CVAR itself is technically in all RtCW games, but it is pretty much an inate CVAR unless you are running a MOD like Fritzbot. Or you can always just google it.
Sorry for the confusion, but as you can see it is clearly not a cheat related CVAR. Various other MODs incorporate the same CVAR and I have not heard of it being used in a cheat.
