umm yeah that screenshot shows nothing but everyone knows what your talking about. I don't understand myself because I've only seen it on ecgn and they say it doesnt happen anywhere else... So there is a bad setting but most people like the settings on that server which I hate... Not much to do about it.

I just took this other picture 5 minutes ago, this player was in a standing position (supposedly). Now if you can't see that something's a bit wrong here, sorry to say but you must be blind.

he is mangled, this has been covered many times before, use the search engine on the forums and type mangling, you'll learn alot

Yeah I had a brief look at mangling on the forums, thanks for surmising it for me 
I think mangling is a separate issue from the walk bug though, as it affects everybody.
Bit hard to show with a pic though, you need to see players moving around. Maybe I'll try recording a demo, if I get time.

There's a few options you have here
(gameshow announcer voice) Tell them what's in store!
Tell an admin, or email the Arms if its a certain player that keeps doing this.
If that's not your fancy, destory such player and gib them.
Seems to be one of the objectives in the overall gameplay, yes?

Okay, last time.
One - Its really not an issue, it does nothing to over-enhance gameplay. Looks kinda funny kinda cool anyway.
Two - If you play against it, you might end up shooting the players feet. However, aiming for the head will still register in the game hitbox, so I don't see how this affects ANYONE.
Three - No one else is raising a fuss about it, in lieu that players are accustomed to it and haven't a problem to adapt and overcome. So why now ?
