US federal laws only apply to people that live in the US or that are visiting the US, and even those visiting often are released to there country of origin if enough political stink is made.

For instance copyright laws are pretty different for every country, the FBI can stick there warning up there ass, in Canada I can legally bring a camcorder into the cinema and record a movie.

Wrong, you can bring your camera in and the Canadians won't do anything, but if that movie was copyrighted in America you might have a problem. A crime does not need to be committed in America for federal authorities to charge that person. All there needs to be is some sort of connection to the U.S., so they have jurisdiction. Whether that be the person is a U.S. Citizen, the victim(s) are U.S. Citizens, cash was transferred from point A to point B using a U.S. based bank or check cashing company, or in this case, a movie that was copyrighted in the United States.

Now whether the Federal govt. wants to bother trying to extradite some smelly fat Canadian for video taping Titanic is a whole nother story. Most likely not.

What is over weight? They say I am over weight. I am 6' 2" and close to 225lbs and I should weigh in at 185lbs. So I am morbidly obese, 40lbs over weight. I wear 34 waist 36 length pants. When I was 17 I had 6% body fat and 205lbs. I played varsity Football, wrestling, baseball and on the weight team plus softball in the summers. I couldn't buy my way smaller. I was rolling washboard abs, but I was still 20lbs over weight statistical. Surveys say anything that some one wants to prove.

Statistically, that is a use of Body Mass Index, which by definition, is null and void of any validity in assessing health. What you are describing is basically a measurement of volume. So it's really nothing to worry about there. It has no validation.

Body Composition is the way to go, using caliper testing via skinfold.
